Valais Rolls Out AVA, a Sovereign AI Assistant for All Cantonal Staff
The canton of Valais switched on its own artificial-intelligence service for every cantonal employee on November 5, SWI swissinfo.ch reported, calling AVA—Assistant Valaisan Augmenté—one of the first sovereign state AI platforms in Switzerland. Finance and energy minister Franziska Biner told reporters the tool assists with drafting, summarising, searching and translating, but does not take decisions; official directives frame how staff may use it.
Because much of Valais’s administrative work involves protected personal data, the government chose an internal build rather than a public chatbot. “No data transit through foreign providers,” Biner said, presenting the launch as a pioneering step for Swiss public administrations that want AI help without exporting case files. The press briefing stressed assistance over automation: AVA retrieves and drafts; humans remain accountable for what leaves the office.
The timing overlaps with other cantonal moves. Basel-Stadt’s government on the same day adopted a canton-wide AI strategy through 2028, expanding its Statistical Office competence centre and the internal BebbiBot alternative to consumer chatbots on IT BS infrastructure that keeps data under cantonal control. Together the announcements show Swiss cantons experimenting with sovereign stacks at different speeds rather than waiting for a single federal product to arrive from Bern.
What it means in practice
Valais’s choice echoes private-sector sovereignty pilots such as Giotto.ai and Groupe Mutuel’s on-premises insurer AI and sits beside education surveys like cantons reporting no blanket generative-AI bans as Matura exams shift weight to oral defence. Staff gain a sanctioned assistant for protected files; shadow use of foreign chatbots should fall if AVA is fast enough for daily drafting.
What to watch is how many Valais departments actually route work through AVA in the first quarter, whether other cantons licence or copy the stack, and how the forthcoming federal AI bill treats these subnational sovereign assistants.
